About CBM Global Nepal:

About Citizen Generated Data (CGD):

Citizen Generated Data (CGD) is data that is actively produced by citizens and civil society organisations — including organisations of persons with disabilities — to monitor, demand, or drive accountability for development outcomes. Unlike traditional data collection where governments or researchers gather information about communities, CGD puts data collection in the hands of the communities themselves.

For disability inclusion, CGD is particularly powerful because official statistics often undercount persons with disabilities, miss their lived experiences, and fail to capture the barriers they face. When persons with disabilities generate their own data, they produce evidence that is more accurate, more relevant, and more actionable for advocacy.

CGD aligns with CRPD Article 31 (Statistics and data collection) which requires states to collect appropriate information to formulate and implement policies to give effect to the Convention.

What the Consultant Will Do:

  • Develop a brief, practical guideline/toolkit on the Citizen Generated Data (CGD) approach.
  • The toolkit should be usable by CBM Global's partners, OPDs, and community-based organisations in Nepal. It should cover CGD methodology, tools, ethical considerations, data quality, analysis, and use for advocacy.
  • The guideline must be disability-accessible and available in formats usable by persons with different types of disabilities.

Who Should Apply:

  • Consultants with expertise in participatory data collection and community-led research.
  • Disability data specialists — understanding disability measurement, Washington Group questions, and barriers to inclusion.
  • Toolkit/guideline developers with experience creating practical, field-ready tools.
  • Disability inclusion experts familiar with CRPD, disability rights, and OPD engagement.
  • Researchers experienced in mixed-methods approaches adapted for disability contexts.

Nepal Relevance:

Nepal's disability data landscape has significant gaps — census data, administrative data, and survey data all undercount persons with disabilities and fail to capture the diversity of disability experiences. CBM Global's CGD toolkit will empower Nepal's OPDs and community organisations to generate their own evidence for advocacy, service improvement, and policy influence. This is particularly important in Nepal's federal context where local governments need disability data for planning and budgeting but often lack it.
