Deadline:
Jul 27, 2026About INF Nepal and this assignment:
INF Nepal, set up in 1952, is a Nepali NGO working to improve health and quality of life across four provinces: Gandaki, Lumbini, Karnali and Sudurpaschim. Its main areas of work are livelihood and resilience, disability inclusion and rehabilitation, mother and neonatal child health, and leprosy and NTDs, with GEDSI and climate adaptation and disaster resilience woven across all of it. INF needs a qualified independent consultant, an individual or a company, to build a Disability Equity Framework and associated tools that put disability-equitable practice into its own systems and programmes, and that feed into wider learning across the sector.
What the work involves, with OPDs at the centre:
The heart of the assignment is co-creating, piloting and rolling out a Nepal-specific Disability Equity Framework, working hand in hand with Organizations of Persons with Disabilities (OPDs). There are more than 400 OPDs across the country, 101 of them active in INF Nepal's areas in Lumbini, Karnali and the Far-Western provinces. OPDs do vital advocacy and representation, but many struggle with governance, sustainability and inclusion, so building a stronger partnership with them is central to making disability equity real and accountable. The full scope and deliverables are in the ToR, which you can download.
Who can apply, and what INF is looking for:
The call is open to qualified individuals and companies, but the bar is specific. The lead consultant should have an advanced relevant degree; deep expertise in disability equity, rights and inclusive development that goes beyond accessibility; real familiarity with Nepal's OPD landscape and a history of working with OPDs as partners and co-creators, not just as people to interview; 5 to 7 or more years in research, assessment, evaluation or framework development; strong mixed-methods skills; participatory facilitation experience with marginalized groups; earlier work building frameworks or tools on disability inclusion; solid analysis and writing; and fluency in both English and Nepali. VAT registration with the latest renewal and tax clearance is required. INF specifically encourages persons with disabilities and their consultancies to apply.
How to submit (sealed and in person):
Why it is worth a look for Nepal:
This is a paid, meaty consultancy in an area that few consultants specialise in, so it stands out for Nepali disability-inclusion, GEDSI and social-research consultants and firms, particularly those with a genuine history of partnering with OPDs. The framework will shape how a major NGO works across four provinces. A few practical points: the experience requirements are high and specific (OPD co-creation experience really is a must, not a nice-to-have), the submission is sealed hard copy in Pokhara so you need to plan courier or delivery time, both English and Nepali fluency are required, and the deadline is July 27.
Who should apply:
Nepali disability-equity and GEDSI specialists, social-research consultants and consulting firms with advanced qualifications, 5 to 7 or more years of experience, real OPD partnership and co-creation work behind them, mixed-methods and participatory strengths, and English and Nepali fluency, who can get a sealed submission to Pokhara by July 27.
