Fastenaktion, a Swiss development organization with over two decades of presence in Nepal, is seeking a qualified consultant or firm to conduct an **ex-post evaluation** of the Community Food Security Empowerment Program (CFSEP). The evaluation is being procured through Grassroots Consulting (GC), which serves as Fastenaktion's Programme Coordination Unit (PCU) in Nepal.

About the Programme Being Evaluated:

The CFSEP was implemented by Nepal Public Awareness Forum (NPAF) — an NGO based in Rukum West — across Wards 1 and 2 of Aathbiskot Municipality, targeting 525 marginalized smallholder farming households. These communities faced compounding challenges including food and nutrition insecurity, poor access to healthcare, sanitation, clean water, and transportation. The project organized beneficiaries into 23 community groups and supported them to establish agroecological kitchen gardens, adopt resilient cereal, fruit, and fodder farming practices, and access local multipurpose nurseries and technical support. The programme ran across three phases:

  • Pilot Phase: January 2022 – June 2022
  • Phase I: July 2022 – March 2024
  • Exit Phase: April 2024 – June 2025 *(with no-cost extension until December 2025)*

Purpose of the Evaluation:

The ex-post evaluation aims to identify successful interventions, constraints, and unintended outcomes; extract key lessons from implementation; and generate actionable recommendations to strengthen future program design, scale promising approaches, and improve sustainability across similar food security and livelihood initiatives.
