
Fastenaktion, a Swiss development organization with over two decades of presence in Nepal, is seeking a qualified consultant or firm to conduct an **ex-post evaluation** of the Community Food Security Empowerment Program (CFSEP). The evaluation is being procured through Grassroots Consulting (GC), which serves as Fastenaktion's Programme Coordination Unit (PCU) in Nepal.
About the Programme Being Evaluated:
The CFSEP was implemented by Nepal Public Awareness Forum (NPAF) — an NGO based in Rukum West — across Wards 1 and 2 of Aathbiskot Municipality, targeting 525 marginalized smallholder farming households. These communities faced compounding challenges including food and nutrition insecurity, poor access to healthcare, sanitation, clean water, and transportation. The project organized beneficiaries into 23 community groups and supported them to establish agroecological kitchen gardens, adopt resilient cereal, fruit, and fodder farming practices, and access local multipurpose nurseries and technical support. Purpose of the Evaluation:
The ex-post evaluation aims to identify successful interventions, constraints, and unintended outcomes; extract key lessons from implementation; and generate actionable recommendations to strengthen future program design, scale promising approaches, and improve sustainability across similar food security and livelihood initiatives.
